Digitoll is Norway's digital customs initiative for imports. Digitoll replaces a paper-based declaration process that Norwegian Customs used for more than 25 years.
Under the previous process, businesses could complete import declarations after goods arrived in Norway. Digitoll removes this option. Businesses must submit customs information electronically before or at the point goods cross the Norwegian border.
Digitoll affects importers, exporters, carriers, freight forwarders, logistics providers, and customs representatives that move goods into Norway.
Digitoll requires accurate customs information before goods reach the border, including commodity classifications, exporter details, licence references, and information about restrictions.
Digitoll takes effect in two phases.
Date | Requirement |
15 September 2026 | Digital submission of transport and shipment data becomes mandatory before or at border crossing. Pre-arrival notifications must include the carrier, vehicle, driver, border crossing point, and estimated time of arrival. Invoices, export declarations, and MRN references must be available before arrival. |
March 2027 | Pre-declaration of consignments before border crossing becomes compulsory. Direct transport of uncleared goods to the consignee ends. |
Norwegian Customs continues to process import declarations through the TVINN system.
